The Rakosans are a humanoid species from Rakosa V in the Nacene Reach of the Delta Quadrant. Governed by the democratic Rakosan Republic, led by a First Minister, they are a spacefaring civilisation that, for some time, maintained limited interactions with other species. After an encounter with the USS Voyager in 2372, they reformed their approach to interactions. Valuing diplomacy, they are a peaceful race.

The Rakosan Republic is a democratic entity with a unicameral parliament led by a First Minister elected by the citizens of Rakosa V, who serves as head of state and government. The Rakosan Assembly, comprising elected representatives from all provinces and city-states, exercises governance. The Republic fosters peaceful relations with interstellar powers and engages in trade and cultural exchange.
Technological
Like other races in the Nacene Reach, the Rakosans' advancements in technology are several decades behind the Federation and its Alpha Quadrant peers. They do not possess replicator or transporter technology. However, their defence systems resemble those of the Federation and Cardassian capabilities from the 2370s, which they achieved through reverse-engineering technology acquired after their encounter with Voyager and the debris from the destroyed Cardassian dreadnought missile. Their ships are capable of high warp speeds for significant periods.
Societal
The Rakosans are known for consensus-building and commitment to ecological harmony. Their society emphasises community stewardship, artistic expression, and scholarly achievement. Rakosan culture blends ancient heritage with progressive values through regional governance councils. Education, healthcare, and public welfare are universal, ensuring that scientific advancements benefit all.
Physiology
Rakosans are humanoid beings with smooth, dotted skin, prominent forehead and temple ridges, and dark, almond-shaped eyes. Their features are symmetrical, lacking facial or cranial hair.
History
The Rakosans developed warp technology before 2372, but hostile encounters, particularly with the Kazon, prompted cautious isolation. They limited contact with other species, engaging in trade only when necessary. Their long-range tracking systems enabled monitoring of vessels over ten light-years away, maintaining awareness without direct involvement. Voyager first contacted the Rakosans during a crisis involving a misdirected missile aimed at Rakosa V. Misled by Kazon misinformation, the Rakosan leadership initially perceived the Starfleet vessel as a threat. After a rapport was developed between the two sides, Captain Janeway risked the destruction of Voyager to intercept the missile; through alternative means, it was destroyed, thus saving Rakosa and Voyager. In gratitude for their bravery, the Rakosans declared Voyager a friend and welcomed the crew.
Over the next three decades, motivated by the missile incident, the Rakosan government adjusted its foreign policy to strike a balance between defence and exploration. They formed the Rakosan Space Advancement Council and enhanced planetary defences. Although others tested these defences, all attempts failed. During this time, Rakosa expanded trade with the Ocampa, Talaxians, Akritirians, Drayans, and Sikarians.
In 2402, Starfleet reestablished contact with the Rakosans during a trade agreement. Concurrently, the Vaadwaur Supremacy reemerged, attacking several regional powers but not the Rakosans, whom they deemed non-threatening. This positioned the Rakosans as a neutral party in forming an alliance against the Vaadwaur. As the conflict escalated, the Rakosan Defence Force devoted significant resources to the Delta Coalition. With Starfleet's support, their neutrality fostered victory among allies, many of whom had previously been rivals. Unfortunately, the coalition disbanded when the Vaadwaur agreed to a ceasefire. Nevertheless, it inspired the Rakosans to aid those affected by Vaadwaur attacks and to begin seeking lasting peace among the nearby spacefaring civilisations.

- The Rakosans are not as technologically advanced as the Federation and only live in their home system. However, they have a desire to improve themselves.
- They are not warlike but are prepared to defend themselves.
- During the Nightfall event, the Rakosans played a significant role in forming the Delta Coalition and pursuing a ceasefire with the Vaadwaur. They were greatly disappointed by the collapse of the Coalition and endeavoured to extend the hand of friendship to many others with whom they had worked alongside.
